Establishes Poor Organization of Work, Absence of Safe
Environment


Sofia, April 17 (BTA) - A check of the State Agency for Child
Protection (SACP) into a family-type centre for children and
youth with disabilities in Velingrad, Southern Bulgaria, has
established that the quality of the care provided in the centre
does not ensure compliance with the Convention on the Rights of
the Child and the Child Protection Act, sources from the SACP
said Friday.

The centre currently cares for 15 children and young people
between 10 and 27 years of age, two of whom are motion impaired.


The findings of the check state that a safe environment has not
been ensured to the children and youths, as well as proper care
and individual attention to their needs.

The check was prompted by media reports about wrongdoing in the
centre. The facility was built in a project entitled, "A Chance
for Every Kid". An investigation of the private bTV uncovered
instances when the staff reported higher than used expenses
while proper care and conditions were not ensured to the
children. This led to worsening of the state of two of the
children. The centre did not have running hot water for 90 per
cent of the time.

The SACP ordered measures to render safe the premises in the
centre and to ensure the proper temperature; to provide healthy
and varied diet to the children; to ensure individual care and
attention for each child, and to provide training to the staff.
