site.btaAudit Office Report: Registry Agency Works Ineffectively and Inefficiently

Sofia, August 23 (BTA) - The Registry Agency works ineffectively
and inefficiently, according to a report by the Audit Office
made public on Monday. It spans the period between 2017 and
2019.

Bulgaria still hasn't joined the Business Registers
Interconnection System (BRIS) between EU member countries and
there is a risk that the European Commission may refer the
matter to court.

The Agency is ineffective and inefficient with regards to
securing personal data protection, setting up of a property
registry, providing access to the BRIS platform, the timely
publication of the annual financial reports in the Commercial
Register and the Register of Non-Profit Legal Entities, the
publication of the annual financial reports between 2017 and
2019 and setting up a public register of special pledges and
transferring the activities from the Justice Ministry to the
Registry Agency.

The Audit Office has established that the principle of
cost-informed pricing and justification of state fees under the
Stamp Duty Act has not been observed, and there is no sufficient
office space and staff for the Agency to discharge its duties.

The Audit Office has issued ten recommendations to the Justice
Minister and six recommendation to the Executive Director of the
Registry Agency which have to be addressed within a year. RY/PP
