site.btaSupreme Administrative Court Revokes Part of Central Election Commission Decision Regarding Vote Counting Control Protocol

November 4 (BTA) -  The Supreme Administrative Court
(SAC) on Thursday overturned part of a Central Election
Commission (CEC) decision regarding manually counting control
receipts from voting machines. The part in question regarded
entering the data from the control counting into the protocol
reflecting the result of the machine vote, said the SAC press
centre.

The case was initiated on complaints by Rise Up BG! Here We
Come!, Continue the Change, Democratic Bulgaria - Unification,
Martin Dimitrov and Petar Slavov.

 The only document certifying the result of the voting is the
protocol, which is printed by the machine. The counting of the
receipts is only a control mechanism and cannot be entered in
the protocols,  the SAC judges said.

The SAC has accepted that the CEC has the right to conduct a
control census, to the extent it deems appropriate, but this
census cannot affect the election result.

With its decision, the SAC has instructed the CEC to approve
documentation for the control count that is not part of the
protocols for establishing the voting results. RY/DT
