A record-low number of new laws, only three, have been adopted by Bulgaria’s legislation for the entire year 2024, according to the latest issue of Legal Barometer, a civil initiative for monitoring and assessment of the state and development of the legal system in Bulgaria. The initiative is led by Prof. Daniel Valchev, Dean of the Faculty of Law at the St Kliment Ohridski University of Sofia, Legal Barometer reported on Tuesday.
The publication notes that 2024 marks the year with the fewest new laws adopted since the beginning of the study in 2010. The trend of over 90% of laws being amended or supplemented more than once per year remains unchanged. The Social Insurance Code once again tops the list as the most frequently amended law, averaging seven amendments per year, Legal Barometer reports.
The 2024 legislative review indicates a persistent trend of laws being amended not due to a need for improvement, but because institutions have failed to meet deadlines for previously adopted commitments, Legal Barometer highlights.
The new Issue No. 23 of Legal Barometer will be presented by Prof. Valchev at 10:00 a.m. on Wednesday at the Exlibris Hall on 14 Slavyanska Street in Sofia.
