Borislav Gutsanov was born on June 17, 1967, in Varna, according to the Parliament's website.
Gutsanov is a graduate of the Nikola Vaptsarov Naval Academy in Varna and the G. S. Rakovski Military Academy in Sofia. In 2021, he earned a PhD in military-political security issues from the G. S. Rakovski Military Academy, as stated in a press release by the Bulgarian Socialist Party (BSP).
Gutsanov is a former chair of the Varna Municipal Council and has served as chair of the Management Board of the National Association of Municipal Council Chairpersons in Bulgaria.
Gutsanov is a BSP MP since 2021 (also was a BSP MP in the 2013-2014 period). In the 42nd National Assembly, he chaired the Regional Development and Public Works Committee. In the 47th National Assembly, he led the Transport Committee. In the 50th National Assembly, he was elected chair of the BSP parliamentary group.
Gutsanov is currently the co-floor leader of the BSP – United Left parliamentary group in the 51st National Assembly.
