The Council of Ministers approved a new National Programme for the Development of Research and Innovation in Bulgaria's Preschool and School Education System at its regular meeting, Cabinet's press service said here on Wednesday. The programme aims to support research involving university scientists and research teams, with findings applied directly within the educational system.
Goals of the Programme
The main goals of the programme are to conduct in-depth research on priorities in preschool and school education and to improve educational effectiveness. Systematic interdisciplinary studies will determine the best ways to integrate new technologies into education, focusing on areas such as teaching methods, curriculum content, assessment strategies, work organization, and school leadership.
Personalized Learning and Curriculum Updates
The programme focuses on creating a new teaching approach for personalized learning that aligns with students' strengths and potential. It also supports projects focused on updating educational content, standards, and curricula. Research analysis will identify key trends in the development of Bulgarian preschool and school education, laying the groundwork for innovation.
Improving Educational Practices and Technologies
The initiative aims to enable schools to adapt new educational practices and technologies in line with contemporary requirements. It will create tools for integration into classrooms, addressing future challenges through innovative solutions. Measures under the programme include introducing new forms, methods, and information technologies for real and hybrid classrooms, as well as new assessment methodologies, including those for interdisciplinary competence-oriented and STEM education.
Funding and Implementation
The programme has a total budget of up to BGN 6,000,000 and will be implemented in 12-month stages, concluding by the end of 2030. This phased approach ensures sustainable development and the gradual introduction of innovations across the educational system.

The programme supports the creation of networks between schools, research institutions, administration, and businesses to enable effective information exchange and the sharing of best practices. It will also foster the development of inclusive education projects, sustainability models for dual education, and early career guidance for students aligned with business needs and economic development.
