The world:

- International Day for Tolerance (established by UN General Assembly resolution in 1996 to mark anniversary of November 16, 1995 adoption of UNESCO Declaration of Principles on Tolerance).

Bulgaria:

- Day of National Revenue Agency Employees.

On this date in Bulgarian history:

1885: Austro-Hungarian Empire, Russia and Germany issue ultimatum for end of Serbo-Bulgarian War. Bulgaria accepts ultimatum.

1973: Diplomatic relations established with Philippines.

1979: Diplomatic relations established with Nicaragua.

1995: Bulgarian Charities Aid Foundation is established. Joins Charities Aid Foundation, headquartered in Britain, in 1996.

November 17:

The world:

- International Students Day. 

On this date in Bulgarian history

1912: Flying officer Radoul Milkov and a British photographer first attempt aerial photography of Turkish military installations from Albatross aircraft during First Balkan War (1912-1913). 

1926: Indian poet and writer Rabindranath Tagore arrives in Sofia.  

1934: Diplomatic relations established with Brazil at legation level. Promoted to embassy level on May 11, 1974. 

1945: Diplomatic relations with Albania restored (established 1914; severed in April 1939). 

1989: Parliament releases Todor Zhivkov from office as State Council Chairman. He is replaced by Petar Mladenov.
