A comparison between the results from the polling station protocols and those from the machine flash memories shows that there is a discrepancy of 8,584 votes or 0.93% of all machine votes cast with voting machines, the Institute for Public Environment Development (IPED) reported Friday. The total number of voting sections with a difference in votes is 2,998.
The first political demands for a full or partial vote recount as well as for the annulment of the elections started immediately after the voting day on October 27.
The Central Election Commission discovered that some machines may print blank or shorter ballots. To address the problem, the Commission contacted the district election commissions the day before the elections with instructions to allow citizens to vote again with a paper ballot in case of problems with the machines.
