site.btaPrime Minister: Kamchia Resort Doesn't Belong to Bulgarian State

The status of the Kamchia resort is regulated by an international treaty between Bulgaria and the Russian Federation and is not owned by the Bulgarian State, Prime Minister Dimitar Glavchev during Friday’s Queston Time. He was responding to an inquiry from MP Rumen Hristov from GERB-UDF regarding the ownership of the complex. 

Glavchev said that as Foreign Minister, he fully shares the view that in the radically changed geopolitical situation after the beginning of Russia’s war against Ukraine, the issue of the status of the Kamchia resort raises justified concerns.

According to the available data, the complex is owned by a Bulgarian sole trader company registered under the Commerce Act in the Bulgarian city of Burgas, the Prime Minister explained. The sole owner of 100% of the company's capital is the government of the city of Moscow, Glavchev added.

Any future actions, justified by concerns for the country’s national security are beyond the powers of the Foreign Ministry and the legal framework of its competences and do not fall within the scope of the regulated powers of the relevant bodies and institutions and of the Republic of Bulgaria.

Standing some 25 km south of the coastal city of Varna, the Kamchia resort of some 8 ha boasts a prime location at the mouth of the Kamchia River near one of the country's biggest beaches and a forest. It was originally intended as a children's camp and a facility for veterans. It includes accommodation, sports and conference facilities, a school and an astronomy observatory. The municipal government of Moscow owns the buildings and the land after acquiring it in 2008 despite a ban on such land deals for foreigners back at the time.
