Speaking at the opening of the 29th Council of Europe Annual Conference of Directors of Prison and Probation Services on Monday, caretaker Justice Minister Maria Pavlova said: "Democracy cannot exist without the rule of law and human rights, which are essential safeguards provided by the rule of law." The conference on "Human Rights, Democracy and the Rule of Law at the Heart of Prisons and Probation" is co-organized with the General Directorate Execution of Sentences (GDES).

Pavlova emphasized the importance of humane treatment and the integration of the principles of normalization and dynamic security in work with prisoners to enhance public safety and decrease recidivism rates. She noted that corrections system should not only deliver justice but should embody the principles of fairness, respect and humanity.

GDES General Director Ivaylo Yordanov stressed that the key to managing prisoners is to draw up and improve reintegration and staff training programmes. He noted that while material conditions have improved, they remain a significant challenge in Bulgaria, requiring further efforts.

In mid-June, the Council of Europe's Committee of Ministers resolved to suspend enhanced monitoring of Bulgaria due to improved conditions in detention facilities. The director of GDES said the Committee of Ministers concluded that Bulgaria has nearly solved overcrowding issues and significantly improved material conditions.
