Bulgaria's Economic and Social Council Adopts Analyses Looking into Country's Energy Sector, Labour Market

The Economic and Social Council (ESC) has adopted three documents on the energy sector and the labour market in Bulgaria, the ESC said on Tuesday.

An analysis of operating conditions and opportunities for coal-fired power plants in the low-carbon transition of coal regions states that the updated Integrated National Climate and Energy Plan (INPEC) lacks a cost-benefit financial analysis. Given the key importance of coal-fired power plants for the Bulgarian energy sector, it is necessary to ensure the viability of existing energy assets in critical infrastructure and to implement coordinated measures to address the social consequences of the transition, the ESC said.

In an analysis on "Strategic Planning in Bulgaria: Challenges and Opportunities for Green and Digital Transition", the ESC notes that the country is missing out on turning the green and digital transition into an opportunity for economic growth. The ESC stresses that Bulgaria has a large untapped potential, including natural and raw material resources, geographical location, and industrial and educational traditions, which, with the right tools, can become a driver of economic and social convergence.

An analysis of the International Labour Organization’s Collective Bargaining Convention (No. 154) states that the Convention is a complex, principled instrument requiring an unequivocal and active position of the State towards the promotion of collective bargaining processes.
