The agreement regulates Canada's participation in the project, which is an initiative within the framework of the EU's Permanent Structured Cooperation aimed at supporting and accelerating the process of deployment of armed forces and improving their logistical support in operations, missions and exercises. The project creates an opportunity for coordination and mutual assistance between the parties with logistical resources and expertise.

The decision of the Council of Ministers will facilitate Canada's accession to the project, which will allow the country to share unique experience and expertise in organizing and ensuring the deployment of forces on its territory, across the Atlantic Ocean to Europe, including the Far North and throughout Europe. As a member of NATO and with significant experience of participating in missions and operations, it can contribute good practices and ideas to develop the network of logistics hubs and to ensure the support of long-distance operations, as well as to deepen cooperation between the EU and NATO.
