The Council of Ministers Wednesday approved a bill amending the Medical Establishments Act that introduces a moratorium on the opening of new medical establishments for hospital care and on the introduction of new activities in existing establishments until the National Health Map is updated. The update is expected to happen by May 2024.

The bill also envisages a transformation of the Medical Supervision Executive Agency by transferring its activities of managing, coordinating, and controlling transplantations in Bulgaria to an independent state competent body: Executive Transplantation Agency. This change aims to make effective the management and coordination of the processes related to transplantation promotion and support. 

The draft amendments also envisage the creation of a single e-register of medical establishments to be maintained by the Health Ministry.

The bill restores the accreditation of medical facilities as a process directed at ensuring quality healthcare services, assessment of the opportunities for training students and specialization, and achievement of better results and more informed medical professionals and citizens.
