Bulgaria's Parliament on Thursday passed on first reading Government-proposed revisions to the Recognition of Professional Qualifications Act.

The amendments address infringements identified by the European Commission according to an infringement procedure against Bulgaria for non-compliance with obligations concerning the proportionality test for new regulation of professions.

The idea of the revisions is to limit the regulation process so as to ease transfer between the various Member States and broaden the range of qualifications recognized in Bulgarian territory. The amendments restrict the type of professions which may be regulated, i.e. regulation is limited to professions which, unless practised properly, may endanger the life and health of humans.

The proposed revisions align the provisions of domestic law in the area of recognition of professional qualifications with intervening changes in the EU acts regulating this subject matter, the Council of Ministers points out in its reasoning.
