Approached by journalists here on Saturday, GERB leader Boyko Borissov said that following a detailed analysis, "we will all come out and say what the cabinet will be after the rotation". Borissov was visiting a road section about to be repaired under a project, and together with the mayors of Sliven, Kotel, and Nova Zagora he presented infrastructure project worth nearly BGN 100 million for Sliven Region.  

Borissov explained that Deputy Prime Minister Mariya Gabriel of GERB will go take the government-forming mandate with a cabinet approved by the parliamentary groups, so that the process of electing this basically new government could begin right away. The rotation is a purely technical process, he noted, adding he considers the matter a technicality. "We are currently in the hypothesis of a simple rotation of the prime ministers, who will go, take the mandate and come [to Parliament] for a vote, after we have approved all ministers in advance," he added.

In June 2023, Continue the Change (CC-DB) and GERB-UDF formed a regular government on a rotating basis. When the cabinet was formed, CC-DB and GERB-UDF agreed that Nikolay Denkov (CC-DB) and Mariya Gabriel (GERB-UDF) would rotate as prime minister and deputy prime minister over a nine-month period, starting with Denkov. Gabriel is expected to replace Denkov as Prime Minister in March.
