Citizens of Bulgarian nationality from seven countries will be able to apply to Bulgarian higher education institutions, regardless of whether they have acquired Bulgarian citizenship or have a permanent residence permit in the country.

This is provided for by an amendment adopted by the Government in Decree No. 103, which regulates the procedure for admission of students from the Bulgarian diaspora in Albania, Kazakhstan, Kosovo, Moldova, North Macedonia, Serbia and Ukraine. This act regulates educational activities among Bulgarians abroad.

The changes also envisage exemption from application and tuition fees for PhD students from the seven countries mentioned under the decree.
