President Rumen Radev spoke to journalists after attending the swearing-in ceremony of the newly elected Constitutional Court judge on March 27, 2025, in Sofia. “The stability of the government depends on the architects of the majority. They are [GERB leader Boyko] Borissov and [Movement for Rights and Freedoms - New Beginning leader Delyan] Peevski. It all depends to the dialogue between them, the understanding between the two of them, because they manage the personnel selection of the government, they are also the people who decide its direction,” Radev said.
According to the President, it is very difficult to talk about stability in a country where the functions of the government are seized by the two leaders of parties, who almost every day speak on behalf of the authorities and impose decisions, while at the same time claiming to be part of the opposition. “The situation is a bit schizophrenic,” he added.
In a parliamentary republic, a motion of no confidence is a legitimate means to show that you do not trust someone for any opposition, but it is also its responsibility to find a majority for this vote, Radev said when asked to comment on the submitted vote of no confidence against the cabinet.
Speaking about the controversy between the Moral, Unity, Honour (MECh) parliamentary group and the Chairperson of the National Assembly Nataliya Kiselova, the head of state said that he was glad that this “completely unnecessary crisis has found its solution.” He noted that the dissolution of a parliamentary group is a very serious issue, as it directly influences the ability of the affected MPs to fully participate in parliamentary life and represent their constituents.
Regarding the European Public Prosecutor’s Office investigation of a Bulgarian European Prosecutor and the recordings sent to the media, which allegedly show Petyo “The Euro” Petrov meeting a currently acting magistrate, President Rumen Radev said that until there is a serious investigation into the cases of Petyo “The Euro” Petrov and Martin “The Notary” Bozhanov, the public will not be able to regain its trust in the judicial system and the state will be unable to develop in a democratic manner, instead it will continue to be in captivity to certain dependencies. “We must seek the truth”, he added.
Both Petrov and Bozhanov are widely believed to have acted as major power brokers and fixers in the judiciary. Petrov is a fugitive from justice and Bozhanov was killed in an execution-style murder on January 31, 2024.
The head of state wondered what was happening with the two investigations and whether there were other representatives of the judiciary who had had unwarranted contacts with Petrov, had been secretly recorded and who currently hold high positions. According to him, this hypothesis is very likely and if so, “who is handing out justice, these representatives of the judiciary or the one in possession of the recordings,” the president wondered.
He also noted that he came to the Constitutional Court ceremony, at which Orlin Kolev was sworn in as a judge, to express his support for an institution that is key to the rule of law, which "did not turn a blind eye to the outrages in the electoral process during the last parliamentary elections."
Asked about Marin Marinov, the Bulgarian killed in Gaza, President Radev said that “the government must realize that Bulgarian society expects it to show concern for every Bulgarian citizen and that it is clearly aware of the national interests in Bulgaria’s foreign policy, it is guided by these interests and defends the national dignity of the country.”
“I expect the government to have a much more proactive position, a dignified position and to demand information about the case,” the head of state added. In his words, “we cannot rely on information from only one side, especially when it is part of the conflict.”
“Information must be requested from all international institutions that are involved in what is happening in Gaza, information must be requested very insistently from our security services and from all our international partners. We must receive information about the case and have a clear position on it, based on this information,” the president said.
