Bulgaria's Central Election Commission (CEC) has received "quite worrying" information from a State Agency National Security (SANS) report which was the reason for the Commission's decision to use only paper ballots for the October 29 local elections and to eliminate machine voting, the CEC spokesperson Rositsa Mateva told bTV on Saturday. 

She explained that the report shows that an e-Government Deputy Minister, in violation of all the rules, carried out actions that give reason to be uncertain what software is installed on the machines. "There is enough information, which is quite disturbing, that led us to take this decision," Mateva stated, adding that CEC would not overturn the decision it took on Friday. 

"The CEC did not give permission for the voting machines to leave the warehouse. Who gave such permission? That question is for the Interior Minister to answer," Mateva said.
