site.btaParliament Adopts 2021 National Health Insurance Fund Budget Bill on First Reading

November 6 (BTA) - Parliament Friday adopted the 2021 National Health Insurance Fund (NHIF) Budget Bill on first reading.

Revenues and transfers are projected at 5,084,871,300 leva, up by 383.3 million leva from 2020.

Health insurance revenues are set at 4,980,973,500 leva (up by 340.2 million leva from 2020), of which 3,200,862,500 leva from health insurance contributions (up by 93.7 million leva from 2020) and 1,780,111,000 leva from health insurance transfers (up by 246,511,500 leva).

The health insurance payments are 4,770,351,000 leva (up by 316,374,200 leva from 2020).

During the debate, the Movement for Rights and Freedoms (MRF) spoke favourably of the increase in health insurance transfers from the Health Ministry and the buffers of the NHIF and State budget.

Health Ministry transfers for medicines (vaccines and immunization activities) are projected at 6,600,000 leva. The allocation for treatment of uninsured persons, including intensive care, is 2,100,000 leva.

The allocation for primary outpatient care is 283,229,000 leva, up by more than 18 million leva from 2020.

The allocation for diagnostic activity is 100,900,000 leva.

The NHIF can receive extra allocations to fight COVID-19.

Payroll expenses are projected at 56 million leva, up by 8.8 million from 2020.

The NHIF Budget Bill provides for extra payment to doctors, nurses, feldshers and orderlies, as well as for posting of medical specialists from one treatment facility to another. RY/DD
