Prosecution Raises Charges against Head of Military Medical Academy Dermatology Clinic

Sofia, May 4 (BTA) - Sofia's Military District Prosecutors'
Office has raised charges of malfeasance against Prof. Miroslava
Kadurina-Ilieva of the Military Medical Academy in Sofia. She
heads both the Chair of Dermatology and the Dermatology Clinic
at the Military Medical Academy (MMA), the prosecution told BTA
Monday.

Kadourina is charged with exceeding her authority in violation
of the Medical Establishments Act and the Rules of Organisation
and Procedure of MMA with the aim of private benefit for herself
and private dermatology clinic Derma-Prim of which she is the
majority owner.

The scandal over the role of the private medical practice, Derma
Prim, in the MMA flared up after a TV report brought to light a
report from an audit by the Ministry of Defence which revealed
that Derma Prim which was operating within the MMA dermatology
clinic had generated profit of 2 million leva and losses of 12
million leva at the expense of the military hospital.

The audit found that Derma Prim has been using public resources
for private purposes. As the TV report showed, the dermatology
clinic enjoyed preferential treatment by the MMA management.

In the wake of the scandal over hefty losses that the private
medical practice has been generating for years on the back of
MMA not without its former director's assistance, the head of
the parliamentary health care committee and former director of
the MMA, Gen. Stoyan Tonev, resigned from Parliament in
February.

MMA suffers from a constant shortage of funds, with debts of 103
million leva, Deputy Minister of Defence Dessislava Yossifova
commented previously.
