117 COVID-19 - GREEN CERTIFICATE - COMMISSION - POSITION
Commission for Protection
from Discrimination Issues Position
on New COVID-19 Restrictions
Sofia, October 22 (BTA) - In a position issued on Friday, the Commission for Protection from Discrimination says that the new COVID-19 restrictions introduced by the Health Minister on Thursday, are undoubtedly aimed at preserving citizens' life and health, and this is one of the cases when limiting other rights is admissible. Still, the restrictions should be solely the ones necessary for limiting or preventing unwanted effects and should be proportionate to the purpose of their introduction.
The Commission says further that to not discriminate against unvaccinated citizens, the State should guarantee universal, accessible, timely and sparing measures that are not of particular burden to citizens from a financial, social, timely or another point of view differing from the usual restrictions that the citizens face in their daily lives in the current situation.
As of Thursday, an order issued by Health Minister Stoycho Katsarov limits access to indoor activities to holders of proof of COVID-19 vaccination, recovery or negative test.
