The private company PIMK Rail Express has been licensed to carry passengers by rail, according to the online register of the Railway Administration Executive Agency. It is the first private operator to get a licence for passenger railway services in Bulgaria.

The company was established in 2015 as the rail transport arm of PIMK OOD. PIMK describes itself as the biggest transport company in Bulgaria and top 10 in Europe. They have long held a licence for rail carriage of goods.

The passenger licence is dated September 28, 2023, and was signed by the Transport Minister October 4.

Prior to that, the only passenger railway licence in Bulgaria was owned by the state-owned BDZ Passenger Services.

As he inspected ongoing construction in the southern city of Plovdiv, Transport Minister Georgi Gvozdeikov said that the city will be a base for the trains that will be purchased until 2026 on funding from the National Recovery and Resilience Plan. Some of the trains will be used in Plovdiv's future city train network.
