General Secretary of the Communist Party of Vietnam To Lam called on Bulgaria to simplify visa procedures for Vietnamese citizens to make it easier for more of them to visit "the poetic land of roses", following his meeting with President Rumen Radev on Thursday. To Lam is visiting Bulgaria at President Radev’s invitation as part of celebrations marking the 75th anniversary of diplomatic relations between the two countries. His visit to Sofia is part of a broader European tour.

To Lam said that Vietnam has also asked Bulgaria to continue facilitating the integration of the Vietnamese community, noting that as of August 15, 2025 Bulgarian citizens can travel to Vietnam visa-free for tourism for up to 45 days.

To Lam described the meeting with President Radev as very successful, adding that both sides identified new areas of cooperation. Bulgaria and Vietnam signed a declaration on promoting the bilateral relations to the level of strategic partnership.

According to To Lam, both sides agreed to strengthen political trust, further promote cooperation mechanisms, and enhance collaboration in defence and security, education, and academic exchange. They also agreed to coordinate closely in making economic, trade, and investment cooperation a key pillar of the strategic partnership, and to boost free trade with the goal of doubling bilateral trade in the coming years.
