The Central Election Commission (CEC) Wednesday decided to invite representatives of Ciela Norma to make an initial bid as a basis for negotiations on the provision of machine voting in the October 27 snap parliamentary elections.
Ciela Norma is the only candidate in a public procurement tender announced in August.
The estimated order value is BGN 7,457,460 (pre-VAT) or BGN 8,948,952 (including VAT).
The first lot is for maintenance/diagnostics (testing of specialized electronic voting machine devices and the embedded peripherals - printer and smart card reader), preparation, installation of operating system and application software, parameterization and assembly of the devices, their technical maintenance on Election Day and the day before at the voting sections and provision of a Support Centre in case of problems with the devices. The estimated value of this lot is BGN 6,673,460 (pre-VAT) or BGN 8,008,152 (including VAT).
The second lot is for transportation of the electronic voting machine devices to the voting sections and logistical support on the day before and the day after Election Day. The estimated value of this lot is BGN 784,000 (pre-VAT) or BGN 940,800 (including VAT).
