Born in Varna on January 2, 1967. Graduated from the Medical University of Varna. Majored in Management of Political Campaigns at the University of South Carolina, USA.

Former athlete of the national athletics' team. One of the founders of the Federation of Independent Students' Societies (1990). President of the Cherno More football club, based in Varna (1998-2001, 2003-2007).

Minister of youth and sports in the second and third governments headed by Boyko Borissov (2014-2021). Representative of the EU as member of the World Anti-doping Agency (WADA) since November 2017. Member of the 43rd, 44th, 45th, 46th, 47th, 48th, and 49th National Assembly (2014-2024).
