"There will be always people who will want it [to become caretaker prime minister]. I believe that the President [Rumen Radev] is a responsible man can be counted on, in this case, to avoid such a collision," GERB leader Boyko Borissov commented in Parliament whether a caretaker prime minister will be found after the constitutional amendments.
"There is a Constitution and it must be observed," Borissov said, noting that he trusted Democratic Bulgaria co-leader Hristo Ivanov with the constitutional amendments.
Constitutional amendments were made by the current legislature in connection with the caretaker governments. According to Art. 99 of the Constitution, after an agreement on a government has not been reached, the President, after consultation with the parliamentary groups and on the proposal of the caretaker prime minister-designate, appoints a caretaker government and schedules new elections within two months. After the recent changes to the Constitution, the head of State can choose a caretaker prime minister from a pool of potential candidates, which includes the Chair of the National Assembly, the governor or deputy governor of the Bulgarian National Bank, the chairman or deputy chairman of the National Audit Office and the Ombudsman or their deputy. The appointment of a caretaker government was the President's prerogative prior to the amendments.
