The Council of Ministers decided to designate a planned new nuclear power station at Site No. 2 of the Kozloduy NPP as a facility of national importance. The site was selected by Kozloduy NPP-New Builds EAD and approved by the Nuclear Regulatory Agency (NRA).

The construction of the new capacity is in accordance with a Decision of the National Assembly from January 12, 2023, which instructs the Council of Ministers to conduct negotiations with the US government regarding the conclusion of an intergovernmental agreement on the construction of a new nuclear power plant at the Kozloduy NPP with AP1000 technology. According to the cited decision, the Council of Ministers should declare the nuclear plant an "facility of national importance" in the sense the Spatial Development Act and a "national facility" in the sense of the State Property Act.

Designating the site as national and of national importance will prioritize the project and will significantly facilitate the administrative procedures related to spatial planning. As a consequence of the decision made, it will be possible to start real activities in accordance with the conditions and measures of the environmental impact report and the requirements in the order of the NRA for approval of Site 2.
