A report on the implementation of the 2025 Action Plan with measures resulting from Bulgaria's membership in the European Union as of March 31, 2025 was adopted by a Decision of the Council of Ministers on Wednesday.

Out of a total of 100 measures with a deadline for implementation by March 31, 36 measures have been implemented. The unimplemented measures were 64. The percentage of measures not implemented on time was 64%.

Forty-two of the unimplemented measures were bills, of which 16 have been submitted for consideration in the 51st National Assembly.

The 2025 Action Plan includes 45 measures related to initiated infringement procedures under Art. 258 and Art. 260 of the Treaty on the Functioning of the European Union. By implementing these measures, Bulgaria will eliminate the violations of European Union law identified by the European Commission in 52 procedures.

In 2025, enhanced ongoing monitoring continued within the framework of the coordination mechanism on EU matters concerning measures resulting from the membership of the Republic of Bulgaria in the EU.
