On October 20, 1981, a solemn meeting is held of the Central Committee (CC) of the Bulgarian Communist Party (BCP), the National Assembly, the Council of State and the Council of Ministers, the Governing Council of the Bulgarian Agricultural People's Union, the National Council of the Fatherland Front, the Central Council of the Bulgarian Professional Unions, the Central Committee of the Dimitrov Communist Youth Union and the All-Union Jubilee Committee within the framework of the 1,300 Years of Bulgaria programme. Todor Zhivkov, General Secretary of the Central Committee of the Bulgarian Communist Party and Chairman of the State Council, delivers a speech about Bulgaria. On occasion of Bulgaria's 13th centenary, the 1,300 Years of Bulgaria monument is unveiled in the garden in front of the National Palace of Culture.
