There Is Such a People (TISP), who back the motion for a vote of co-confidence against the government, focused their arguments in Parliament's debating chamber Wednesday against what they see as the Cabinet's failure to present a strategic vision for the changes in the security services or the steps they plan to take. "That makes me think that they don't know what exactly it is they want to change, which means legal and governance incompetence," said TISP floor leader Toshko Yordanov.

He argued that the no-confidence motion is over the government's "failure in the national security sector and a significant part of this sector is the work of the security service: the military intelligence, the State Agency for National Security (SANS), the Directorate General for Combatting Organized Crime, the counter-corruption commission and the State Agency Technical Operations. "I heard what was said on the matter: reforms are needed in the security sector," said the TISP floor leader.

Toshko Yordanov commented that in both bills for revisions in the security services put forward by the power-holders, the only thing that changes is how the leaders of the State Intelligence Agency and SANS are appointed. "By sending his request for the removal of the SANS head, the Prime Minister confirmed that by reforms of the services he meant only the change of the chairmen of some services," he added.

In a message to President Rumen Radev, Prime Minister Nikolay Denkov calls for the replacement of SANS chair Plamen Tonchev because he no longer trusts him and because Tonchev prevents him from fulfilling his duties as government leader. The President has not answered officially but has made it clear that he does not accepts Denkov's reasoning. Radev's decision for Tonchev's removal is called for by the law
