The scratched tally sheets and the many invalid ballots resulted from the reintroduction of the paper ballot and not from the organization of the vote, caretaker Justice Minister Krum Zarkov told journalists on Monday. He pointed out that he had not investigated the issue of the annulment of the April 2 elections and recalled that the parties admitted the election results.
