"I was the one who identified the problems in the Gambling Commission. I realised that the system was clogged and overgrown and it got to the point where the National Revenue Agency started regulating this business," Vladislav Goranov, a former finance minister who fell under the Magnitsky Act sanctions announced by the U.S. Treasury on Friday, told bTV
