Expert: Tax Breaks Could Encourage Voting
Sofia, February 3 (BTA) - In a BTA interview, Associate
Professor Yuliana Mateeva, head of the Law Department at Varna's
Free University, says that tax breaks could be used to
encourage voters to go to the polls instead of introducing
compulsory voting.
Mateva proposes active registration to update voter rolls and to
strike off those that reside permanently elsewhere. She argues
that this will automatically increase voter turnout.
According to her, countries such as Belgium and Greece where
voting is compulsory have reported disappointing results. She
says it is unlikely that compulsory voting will solve the issue
with trust in the political class.
Of the modern penal policy, laid out in the Judicial Reform
Strategy, Mateeva said that penal policies should be adequate,
humane and strike a balance between repression and
non-repression because the latter will go counter to the public
perceptions for justice.
According to Mateeva, liberal punishments in the past years will
have negative consequences in the future.
