Sofia, October 28 (BTA) - The Government submitted bills
updating the 2014 national budget and the budget of the Health
Insurance Fund (NHIF) to Parliament on Tuesday.

Under the Bill Amending the National Budget Act for 2014, the
non-fulfilled revenue part of the budget amounts to 1,061.8
million leva (1.3 per cent of the estimated GDP). The Bill also
provides for deterioration of the budget balance by 1,510.3
million leva (1.9 per cent of the estimated GDP), whereby the
budget deficit increases up to 2,846.5 million leva (3.6 per
cent of the estimated GDP).

The Bill further involves deterioration of the annual estimate
of the cash-based estimate of the Consolidated Fiscal Programme
up to 4 per cent of the estimated GDP (3,152.3 million leva).

Deterioration of the budget balance compared to the target in
the effective National Budget Act is expected mostly within the
EU funds accounts and the budget of the National Health
Insurance Fund.

The admissible maximum amount of the public debt is expected to
increase up to 22,500 million leva (28.4 per cent of the
GDP target) and the maximum amount of the new state guarantees
that can be issued through the year is increased by 2,000
million leva in relation to the envisaged possibility for the
issuing of state guarantees in favour of the Guarantee of Bank
Deposits Fund.

The Bill Amending the NHIF Budget provides for additional 100
million leva for health insurance payments for medical services.
According to the Bill, the additional amount will be covered
with funds, available within the NHIF budget account as at the
beginning of 2014. /LI/TK/
