The Council of Ministers approved a voluntary contribution to the International Telecommunication Union (ITU) Special Fund in Trust for the reconstruction of Ukraine’s telecommunications infrastructure destroyed as a result of the Russian aggression in the amount of BGN 34,800. The funding will be provided under the development aid budget of the Foreign Ministry.

The ITU has supported Ukraine's reconstruction since 2022 in implementation of Resolution 1408 on Assistance and support to Ukraine for rebuilding their telecommunications sector, adopted by the ITU Council on April 7 2022.

The war's impact on Ukraine's telecommunications and digital services is estimated at USD 2.1 billion to repair damages, USD 2.27 billion to cover losses, and USD4.67 billion to address other reconstruction needs. ITU has developed project proposals to restore 10 critical radio transmission facilities that provide service to 5.1 million people.

In accordance with a resolution of the 48th National Assembly of November 3, 2022, providing support to the reconstruction of Ukraine's economy, infrastructure and energy is a foreign policy priority for Bulgaria.
