Solidarity is not a matter of generosity, but of responsibility, said MP Rositsa Kirova (GERB) in Geneva Tuesday. She was speaking at the Speakers of Parliament panel during the Inter-Parliamentary Union (IPU)'s General Assembly.

Kirova is the head of the Bulgarian delegation to the IPU.

She added that parliamentarians have a duty to uphold the humanitarian principles enshrined in international law, ensuring that political decisions protect the dignity of every human being, regardless of borders or beliefs.

The Bulgarian representative emphasized that effective law enforcement is necessary to ensure the timely delivery of humanitarian aid and coordinated support for peace efforts. 

Kirova noted that Bulgaria is a party to the four Geneva Conventions relating to international humanitarian law, as well as the three additional protocols. She added that 2025 marks the 70th anniversary of the conventions entering into force for the country, and a comprehensive review of their implementation shows that national legislation and measures are in line with the commitments made. She stated that Bulgaria actively contributes to the humanitarian initiatives of the EU and the UN, supports civil protection missions and offers expertise in disaster response and refugee integration. 

She stressed that Bulgaria is consistent in its solidarity as a responsible member of the international community and the European Union and gave an example of the over 160,000 Ukrainian refugees that the country has provided with shelter, education and healthcare since 2022. Kirova also emphasized that the government has collaborated closely with local communities, non-governmental organizations, and international partners to ensure that humanitarian aid reaches those affected both inside and outside the country.
