Bulgaria Participates in 29th EU–GCC Joint Council and 2ND High-Level Forum on Regional Security and Cooperation

Deputy Foreign Minister Nikolay Pavlov took part in the 29th Joint Council of the European Union and the Gulf Cooperation Council (GCC) Joint Council and the Second High-Level Forum on Regional Security and Cooperation, held in Kuwait on October 5–6, 2025, the Foreign Ministry said on Wednesday.

The two forums were co-chaired by the EU High Representative for Foreign Affairs and Security Policy, Kaja Kallas, and the Minister of Foreign Affairs of the State of Kuwait, Abdullah Ali Al-Yahya.

These events serve as important platforms for dialogue between EU member states and the GCC on current international issues, as well as for outlining a roadmap to expand cooperation across a wide range of areas such as trade, investment, energy, climate change mitigation, connectivity, and security.

Deputy Minister Pavlov reaffirmed Bulgaria’s commitment to contributing to the joint efforts aimed at achieving the goals outlined in the Joint Statement from the First EU – Gulf Cooperation Council Summit on developing a strategic partnership.

On the sidelines of the meetings, Deputy Minister Pavlov held bilateral meetings with the Deputy Foreign Minister of Kuwait, Sheikh Jarrah Jaber Al-Ahmad Al-Sabah, and with the Minister of State for Foreign Affairs of the United Arab Emirates, Khalifa Al Shaheen Al Marar.

The discussions focused on the state of bilateral relations with Bulgaria’s two partner countries, emphasizing concrete steps toward developing political dialogue and expanding sectoral cooperation, the statement said.
