The Circular Economy Council is a permanent consultative body of the Council of Ministers for coordination of the executive authorities on issues related to the transition from linear to circular economy, which also provides cooperation with other state bodies, bodies of local self-government and non-governmental organizations in determining and implementing state policy in the fields of circular economy.
The Council will decide on issues of a coordination nature related to the transition to a circular economy that fall within the competence of more than one ministry or department, will issue guidelines and recommends actions to implement the objectives and measures in the field of circular economy, set out in the documents of the National Strategic Framework, will monitor and assess the progress of circular economy initiatives in Bulgaria.
The Council will propose to the Council for Development at the Council of Ministers the coordination of updates of the documents of the National Strategic Framework in the field of circular economy, as well as will propose to the Council of Ministers the adoption of normative acts related to ensuring the transition to a circular economy.
The draft decree to the Council establishes three sectoral working groups in the following areas: Production and consumption; Competitiveness and Innovation and Waste Management and Secondary Raw Materials. These areas are in line with the stages and aspects of the circular economy set out in the Circular Economy Monitoring Framework. The working parties shall operate on rules of procedure adopted by the Council.
