The government adopted a report by September 30 on the implementation on the 2023 action plan with measures arising from Bulgaria’s EU membership. 
 
Of a total of 168 measures which had to be implemented by September 30, 95 were implemented. The percentage of non-implemented measures is 43.5%. 

Of the 73 non-implemented measures 46 are bills. Of these 22 have been approved by the Council of Ministers and submitted for consideration to Parliament. Additional efforts are required to prepare the remaining 24 bills swiftly.  

The plan contains 52 measures related to infringement procedures under Articles 258 and 260 of the Treaty on the Functioning of the European Union. With the implementation of these measures Bulgaria will address EU law violations, established by the European Commission in 42 procedures.  

The report lists 21 untransposed EU directives in the area of the Internal market whose deadline is the end of November 30. In the last two years Bulgaria has increased its deficit in the transposition of EU directives with a national score of 1.6% on the Single Market and Competitiveness Scoreboard, much higher than the 0.5% target set out in Single Marker Act.
