On October 9, 1975, the First Bulgarian Short Film Festival was opened in Plovdiv. It continued until October 12, 1975. Over the course of four days, 42 animated, popular science, and documentary films were shown.

The film festival also presented a selection of short films in the cities of Dobrich, Velingrad, and Kyustendil.

The grand prize, for which the productions in the competition programme competed, was named the "Golden Thracian Rhyton" and was awarded to the popular science film Arrows Over the Water, written and directed by Konstantin Grigoriev.

The jury evaluating the productions was chaired by Zahari Zhandov, a doyen of Bulgarian documentary cinema.

As part of the festival’s informational program, foreign films from the Soviet Union, Poland, the German Democratic Republic, Hungary, and Romania were also screened.
