The Council of Ministers adopted a report on the implementation by December 31, 2023 of the annual Action Plan of  measures resulting from the membership of the Republic of Bulgaria in the European Union.

Out of a total of 194 measures in the Plan, 139 measures have been implemented. There were 55 unfulfilled measures. The percentage of unfulfilled measures was 28.4%. At the end of 2022, the percentage of outstanding measures was 34.7%. Unimplemented measures were transferred to the 2024 Plan. Those of them, which were not implemented in time, were transferred for implementation until January 31, 2024. The 2023 Plan also included measures introducing the requirements of EU directives with a deadline for transposition by the end of April 2024, which have also been transferred to the 2024 Plan with their current implementation deadlines.

Of the measures not implemented on time, 35 were bills, of which 15 have been approved by the Council of Ministers and submitted to the 49th National Assembly.

Of the unfulfilled measures, 32 were related to initiated procedures for a violation under Art. 258 of the Treaty on the Functioning of the European Union. With the implementation of these measures, Bulgaria will remove the committed violations of European Union law, established by the European Commission within the framework of 26 procedures for establishing non-fulfillment of obligations arising from EU law.

In Appendix No. 2 to the report, 17 unintroduced directives of the European Union in the field of the internal market with a deadline for implementation by the end of May 2024 were indicated, which will be included in the upcoming so-called Single Market Scoreboard.

In 2024, the implementation of enhanced ongoing monitoring within the coordination mechanism on EU issues of the measures resulting from the membership of the Republic of Bulgaria in the EU in the Action Plan for 2024 will continue. The Council of Ministers adopted a Decision to approve the Action Plan for 2024 with the measures resulting from the membership of the Republic of Bulgaria in the European Union. The Plan includes 174 measures.

Of particular concern are the measures related to the elimination of violations of EU law committed by Bulgaria. The project includes 43 measures related to commitments made within 39 infringement procedures.
