The Parliament adopted Monday a resolution instructing the Government to take steps for the construction of Units 7 and 8 at the Kozloduy N-plant using the AP1000 technology. The draft resolution was submitted by GERB leader Boyko Borisov, Movement for Rights and Freedoms floor leader Delyan Peevski, Continute the Change co-leader Kiril Petkov and GERB floor leader Delyan Dobrev. 

A specific timetable is envisaged for the implementation of the project. The first steps are related to an increase in the capital of Kozloduy - New Capacities EAD by up to BGN 1.5 million. The National Assembly instructed the Energy Minister, in his capacity as the sole owner of the capital of Bulgarian Energy Holding EAD, to take action to increase the capital of NPP Kozloduy EAD by a cash contribution of up to BGN 1.5 million to increase the capital of Kozloduy - New Capacities EAD in the same amount.

Kozloduy - New Capacities EAD has contracted Westinghouse Energy Systems to prepare a Front End Engineering and Design (FEED) for a new nuclear power plant at the Kozloduy site. This stage is expected to be completed in April 2024 and the study will provide a preliminary estimate of the capital and operating costs of the project.

Bulgarian Energy Holding EAD has the financial resources to increase the capital of the project company. The aim is to secure the financing necessary to launch the next stage of the investment plan for the construction of a new nuclear power plant, at which point a contract will be awarded for the preparation of the actual engineering, including the technical design.

The National Assembly instructed the Council of Ministers, through the Energy Minister, to take all necessary actions by March 31, 2024, and to make a decision under the Safe Use of Nuclear Energy ACT for the construction of Unit 7 with AP1000 technology.

The resolution stated that The Council of Ministers, through the Minister of Energy, should take actions by February 2, 2024, to start the necessary procedures for the construction of a second unit with identical technology at the NPP Site N22, the decision said.
