At a media meeting organized by the EnEffect Centre for Energy Efficiency on Tuesday, it was reported that merely 5.4% of the energy-renovated buildings in Bulgaria have used 100% State aid.

"A tremendous effort is needed to develop a working, effective and just system for energy renovation of buildings," Bulgarian Environment and Water Minister Julian Popov said at the meeting.

In his opinion, future energy savings should be converted into financial capital as a source of financing. The ambition is to include the energy renovation of buildings into the National Climate and Energy Plan. According to Popov, the energy renovation of buildings should not be wholly State-financed because the renovation brings a lot of additional benefits to the buildings and adds to the price of the property. That is why the Environment and Water Minister believes that the cost of energy renovation could be offset by future savings.

"Partial energy renovation should categorically be banned," Popov emphasized. He sees this as a national crime that has inflicted billions worth of detriment on Bulgaria and has turned it into something like a Latin American country.
