Environment Minister Lists Three Priorities Relating to Children's Rights

Environment and Water Minister Julian Popov Wednesday outlined three priorities relating to a recycling system and the UN Climate Change Conferences COP28 and COP29. He participated in an official presentation of General Comment No. 26 (2023) on children's rights and the environment with a special focus on climate change. The event was organized by UNICEF Bulgaria in collaboration with the Environment and Water Ministry. Young people from NGOs took part in the discussion.

General Comment No. 26 provides a comprehensive interpretation of State obligations under the UN Convention on the Rights of the Child.

Popov was asked to list his Ministry's three priorities related to climate change and the protection of children's rights.

One of the priorities is to develop a plastic recycling system, he said. Another priority is to host COP29. "Russia is blocking us, we know they will block us, but we continue to fight because this is how we declare Bulgaria's and the government's commitment to global climate diplomacy at an international level," he said.

The Environment Minister said the third priority is to mobilize Bulgarian business and industry to present themselves at the COP28 Summit in Dubai. In his words, there are many businesses in Bulgaria, huge industrial enterprises, which are working hard to reduce their emissions. There often are climate alarmists who say that governments and businesses do nothing - which is not the case in Popov's view.

He commented that statistically, the world has improved incredibly in the last 30 years: child mortality has fallen, life expectancy has increased, air quality in Sofia and Bulgaria has improved, food quality is improving steadily. "Don't fall into the trap of pent-up anxiety that grips many young people," Popov said.
