Caretaker Prime Minister and Minister of Foreign Affairs Dimitar Glavchev, who spoke to reporters at the NATO summit in Washington, D.C. on Thursday, said he did not know why President Rumen Radev was delaying handing over the second mandate to form a regular government. Glavchev noted that while there are no time limits specified in the Constitution, which means there is no violation technically, by default the head of State must hand over the mandate within seven days.

The caretaker prime minister stressed that it was important for Bulgaria to have a regular cabinet. "Our country is perceived a little differently, when we do not have a regular cabinet, including here at the NATO summit in Washington," he said.
