Lukoil: Burgas Refinery May Stop Working Due to Gradual Revoking of Russial Oil Derogation

Lukoil Neftochim Burgas issued a statement Saturday in connection to an agreement reached by power holders on November 17, gradually revoking the derogation granted by the EU Council for the import and processing of Russian oil and oil products by the Lukoil Neftochim Burgas refinery. 

Lukoil stated that the first stage of the agreement, discontinuing export quotas as of January 1, 2024, which cannot be placed on the Bulgarian market, is in fact equivalent to the cancellation of the derogation from December 2023. 

"The lack of an opportunity to export these products will lead to a rapid overflow of the Burgas refinery warehouses, and this - to the forced stoppage of production. This may place the Burgas refinery in conditions of increased technological and logistical risk and endanger the supply of fuels for the Bulgarian market", the company explained.

Lukoil Neftochim Burgas calls for a dialogue with the institutions to find a workable solution without risks.

The agreement was reached on Friday after talks between Continue the Change - Democratic Bulgaria, GERB-UDF and the Movement for Rights and Freedoms. It envisages the derogation being revoked in two stages: in the first, the export quotas will be discontinued as of January 1, 2024; in the second stage, the derogation will be revoked entirely as of March 1, 2024
