The Council of Ministers adopted an Action Plan for the 2025-2027 period under the Strategic Framework for the Development of Education, Training and Learning in the Republic of Bulgaria (2021-2030), said the government press office after the ministers' weekly meeting Wednesday. The plan sets out the objectives for improving the quality and relevance of education and focuses on building skills and key competences from an early age.

The plan will implement the objectives and measures set out in the Strategic Framework in the priority areas of early childhood development, teacher support, competence and talent development, cohesive school communities and systematic work with parents.

Emphasis is also placed on the effective inclusion and sustained inclusion of children and students, on educational innovation, digital transformation and professional development.

Some of the measures are related to the ongoing modernization of educational institutions - renovation and construction of new kindergartens and schools, renovation of dormitories, construction of sports grounds and gymnasiums. Within this period, active work will also be done to create a STEM (Science – Technology – Engineering – Mathematics) educational environment, to develop digitalization in schools and to support innovative institutions.

Modernization in the field of vocational education and training and the establishment of centres of excellence in this area are also envisaged. This is expected to improve the quality of education and links with business, as well as providing more opportunities for the development of dual training.

The plan also foresees the organization of schools for students with outstanding talents, visits to museums and cultural sites. Continuing professional development for principals and support for newly appointed leaders through leadership development training and sharing of good practice is planned. There will also be a focus on the career development of teaching professionals and the enhancement of their competencies.

The adoption of the plan fulfils our country's commitments to Component 1 of the National Recovery and Sustainability Plan and to the Education 2021-2027 Programme. It also includes measures related to our accession to the Organization for Economic Co-operation and Development (OECD).
