The main problem during the disaster in Elenite is that too many institutions share responsibility for the same location — from the Directorate for Construction Control, through the Municipality, to the Ministry of Environment and Water, Deputy Prime Minister and Minister of Innovation and Growth Tomislav Donchev said here on Tuesday. He was in the city for an information meeting on Bulgaria’s adoption of the euro.

“Although it is logical for multiple institutions to share responsibility, sometimes, as in this case, that becomes part of the problem,” Donchev commented.

He added that “most disasters are a combination of the forces of nature and human stupidity.”

According to him, in such situations the only immediate measures that can be taken are to assist affected people, but the “smart measures are preventive ones.”
