The overall water resources of Pleven currently show a positive net balance of 50–60 liters per second, but supply is too inconsistent to ease the current water restrictions, according to Lozko Lozev, Chairman of the Board of the Bulgarian Water and Sewerage Holding.

Speaking at a meeting of the Regional Crisis Committee on Water Shortage, Lozev noted that water flow from the Cherni Osam main pipeline continues to decline, dropping from an average of 135 liters per second to just 65–70 liters per second over the past month due to unfavorable weather conditions. This source now contributes a negative balance to the overall supply.

In contrast, other sources have stabilized. Krushovitsa zone supplies 270 liters per second, Yasen channel (after cleaning) provides an additional 220 liters per second; Bivolare group contributes 70 liters per second.

The meeting was also attended by Minister of Environment and Water, Manol Genov.
