The parliamentary group of There Is Such a People (TISP) has submitted a draft resolution to reinstate the parliamentary group of MECh, TISP deputy floor leader Stanislav Balabanov told a news briefing in Parliament.
According to him, the resignation of Nataliya Kiselova as chair of the National Assembly is not on the agenda, as she has formally complied with the parliamentary rules.
“Today we will submit a draft resolution to Parliament’s chair Nataliya Kiselova for the reinstatement of the parliamentary group of MECh,” said Balabanov. “Tomorrow, the draft will be discussed first at a leaders council and Kiselova will be obliged to include the draft resolution as the first item on the agenda.”
The MECh parliamentary group ceased to exist after the resignation of its member Samuil Slavov left it with nine members, one fewer than the minimum required for the formation of a parliamentary group. The announcement was made by National Assembly Chair Nataliya Kiselova last Friday morning.
The draft resolution says that MPs in the 51st National Assembly from the dissolved MECh group may form a new group due to unsettled questions in the parliamentary rules of procedure concerning the period between the announcement of elected MPs and their oath in office. The decision on the formation of the parliamentary group, its name, the list of its leaders will be submitted to the Parliament chair by the end of the session in which the MPs are sworn in, following the ruling of the Constitutional Court.
According to MP Pavela Mitova, after the Constitutional Court ruling, there is a legal gap in the parliamentary rules of procedure that needs to be resolved. The only way out of the situation, according to her, is in the rules themselves, which say that on unsettled issues, the parliament can take a decision.
